Try waiting a bit. When I upload the attachment box is greyed out as if it were unavailable. I click on it anyway and eventually it turns blue with the message "Browse". Can't hurt to try it. I think it has to do with your flash player but I'm no expert. I've also tried using a different browser and that did work.
