The numbers in the bracket are for the different sizes. It is aplain rectangle with sleeves added somewhere.
The written pattern seems to be part of a magazine, not more available!

As I understand the total width of the duster will be 16 + 30 + 16 and the arm openings will start at the 16 away from both sides. eack opening will start from 6 from the top

Why dont you contact the company for a copy of the pattern? The designer listed on Ravelry says she is no longer affiliated with the yarn company, and says to direct inquiries to [email protected] their website all the paterns that they have up on the site are free. This pattern isnt one of them, but since its no longer in print, you might be able to get a copy of it from them if you ask nicely. The worst they can say is no or it will cost $.Best result they will say here you go.Ive done this with other companies patterns and theyve been happy to send me the instructions. With the instructions for the pattern in hand, Im sure that the chart will be easier to understand.

The full pattern is here: http://www.pindiy.com/forum.php?mod=viewthread&tid=264262&highlight=Kt%2BBaldassaro. What is on Ravelry is only the error correction. Good Luck.
