WHY is "Download cost" to files .XSD (PM4) so expansive?

I just upload one little (75X80)Harley Davidsons LOGO, repainted by myself, and it appears "Download cost: -199"
Why?

this is one of the reasons i dont download any repaints, because they are to expensive!!

They say, its because it is a lot of work to make these patterns.
But I dont get it, because the uploader doesnt get these coins, its the site who get these coins.
So what the real reason is..............I dont know.
