Buttons do not work

При создании новой темы (по новым правилам) не могу загрузить изображение, файлы. Не работают кнопки. А также не могу идентицировать свой e-mail, вообще ничего не приходит на мой адрес. Прошу помощи.

When creating a new theme (according to the new rules), I cannot upload an image, files. Buttons do not work. And also I can not identify my e-mail, nothing comes to my address at all. Please help.
