How to see pattern in Recycle-Checked

I couldnt see anything, it only shows "Your usergroup does not have permission to access attachments". At which level could i access to this attachment, thank you for your support.

The threads in both the recycled and recycled-checked areas are not viewable to members. Nothing can be downloaded there because this is where posts are sent that have a number of defects such as duplicates and so on.
