Definitely looks like a variation of a fan stitch with extra chains.
About the global shape, I'd bet it is a "T" shape for the back + 2 half "T's" for the front sewn together. I may be wrong but that's how I'd go for it.
Loose garments are very forgiving in terms of shape.
