Yes these are expiry dates.
After that date, if you want to download it again, you pay the full price again.
But if you click on it now, you delete it from your books. And you have to pay the full price with you want to download it again.

With the free update button you can update the delete date of that pattern.
By clicking multiple times you get per click 1 year extra.
