How do I pick up less stitches for the neck? It is too loose if I do what the pattern says

"Pick up an even number of stitches along the neckline. Join in the round and work (k1 tbl, p1) ribbing in the round for 2-ish inches." I thought it said to pick every stitch but it doesn't, it's a project I should've finished a long time ago. Anyway, I don't want to end up with a twisted neck

If you did before a neckline that you like just here do the same, i always knit my way. On this photo it looks quite big even behind his hair.

What is written down ? Try to pick up every second stitch . You can change for bigger needle size.
