I cant open this file

I have tried to open this file with different rar openers and it always says "nothing found in search" I dont know what that means, but it seems that I cannot open this file to save my life. What should I do? I re-downloaded it, but still nothing is there.

I did not download so I can only guess ... already tried to open with 7zip?
because its strange in 469 downloads that there are no more complaints...

I did take a look at this file and saw it is a PDF, so I thought "no wonder it doesnt open with Winrar or what ever" and after that I read you reaction anniekins ;P ;P ;P
