Cant Download - Recycled?

Ive been trying to find info about this section but cant find anything. How does this work? Like when I click a link, and I get this:

Your usergroup does not have permission to access attachments

How do I find out what usergroup I need to be in to get the attachments?

those threads are either moved because they are duplicates, incomplete or contain some other error. The mods move them to the recycled area before they get moved to "recycled checked" (basically the graveyard)
