199 coins for downloading a repaint pattern?

Hi, I have been downloading repainted cross stitch patterns, and 199 coins per download are discounted, apart from the pattern price. It is normal ?

Repaints are 199 per plus the cost from the poster if any. If has been that amount I believe since the beginning. I wish it was less :(
