Blogs & Albums

How do we use Blogs & Albums? I checked the User Groups and none of them have access.
Also at what level can we post a Mood under My Center?

This website is technically built in a way that is not standard in IT.
So I myself am hesitant to use the blog section for this reason.
Perhaps better to use Wordpress (also free) to blog. So one can manage ones own posts.
