Help! Does cotton yarn expand?

I made the Odette top by moonandbaileys with 100% cotton. The problem is I made the hand part according to measurements but its too tight now. I took me a long time to make the full sleeves. Is there any chance it can expand so I can fit ?

If you have used 100 % cotton, i doubt that it will expaned, because of the fibers. Usually cotton shrink up to 5 % after wash

I kept seeing everywhere that wet blocking makes it expand and steam makes it doomed. I'm doomed now
