That shouldnt be the case.  At least, I dont think that I set it up that way.  If so, I am very sorry, as I do not agree with that at all.  

I can see a jpeg of the finished cross stitch.  Can you see that?

I think you must have meant to set it up to cost 3 to download it, but instead made it to cost 3 to just see it. I have no problems with having to pay a reasonable amount of coins to download a pattern, since you earned that for uploading. but to have to pay just to see IF I want to download or not.. not so much :)
