Why can't I post new threads?

I don't understand why I can't post/create new threads in certain forums. For example -- the crochet section forum. If I try it says I can't and I can't figure out why.

From what I understood, if it's a Crochet resource/magazine, it has to be posted in the forum "Post New Resources|Patterns|Mags" for mod approval, tag it as crochet and wait for a mod to approve.
For posting your wips there's Post New Diary forum

You'll get a notification saying a moderator moved your thread, it could be a few days
