Unable to download file (user group ?)

Hello. I am looking at some files and keep getting message that not all the users can download them. I am new (level 0 at the moment) and I'd like to know when I will be able to download it please ? (pattern's link here : https://www.pindiy.com/forum.php?mod=viewthread&tid=477302&ctid=24930 )


Is there somewhere on this forum a post which indicates all the levels and says what each new level brings as new opportunities ?
