Is it a problem or designed like that?

Yes, Turquoise I have noticed this also. I was expecting my posts to be under moderation but they was not.

Was just wondering, does it stay this way, because even Mods are just people who can make mistakes like duplicate posting and without moderation there is no extra check. Can be forgotten to check or to rate for full upload ar whatever.
In repaint it is the same, I do not think this is wise. Made a post about this matter earlier, but no reply.
