There is no way of uploading a picture.. It has changed from the old way.. What happened?

Thank you for the very detailed instructions.I am trying to post a scan, but I don't have the icons at the top of the screen and therefore can't load the image.Any suggestions as to what might be wrong? Thank you in advance for any assistance.Lori
