There is no way of uploading a picture.. It has changed from the old way.. What happened?

Thank you for the very detailed instructions. I am trying to post a scan, but I don't have the icons at the top of the screen and therefore can't load the image. Any suggestions as to what might be wrong? Thank you in advance for any assistance. Lori
