Hi I was having the same problem but have found that by installing a vpn program (virtual private network) on my laptop and my tablet it has solved it. I now have no problems downloading . Well. I have the same problem; installed a VPN programme, tried to refresh; nothing helps.... I even cant download the things I bought already on my iBooks page:( Im very disappointed and hope everything will go to normal soon:Q
