Yes, anyone can upload magazines. Just remember about rule number 7:

The minimum file size for books and magazines is 10 Mb.

It may help you write the correct title format:

That must be a glitch. Ill talk to the administrator about it.

Everyone is anonymous, dont worry. Go to the crochet forum, for instance and youll see "Pindiy" for all uploaders. It means they are anonymous. Whenever an error happens and the users name shows up, I contact the administrator immediatly to fix the problem.
