i was told that individual patterns from a book - pamphlet or magazine were not allowed. yet i purchased one today. did i miss understand or are there exceptions to the rules. thank you

Is this where I report read permissions?  I understood that 30 was the highest permissions could be set.  This pattern has a read permission of 40.  Thank you
