Need a professional repaint person

I am looking for someone who does repaint to convert this saying into a repaint then a jpg as I do not have a pattern maker program and wouldnt know how to use it properly if I did. I would like it for a gift for my SIL.

How "big" should it be and on what fabric do you want to stitch it ?
