How to work the short row section:
Row 1 (RS): k118, turn
Row 2 (WS): yarn over, p13, turn
Row 3: yarn over, k13, k2tog (= yarn over plus one knit stitch from new row), k4, turn
Row 4: yarn over, p18, p2tog (= yarn over plus one purl stitch from new row, switching those 2 sts in places first before purling them together so that the yarn over ends up before the purl stitch of the new row), p4, turn
Row 5: yarn over, k23, k2tog , k4, turn
