I tried downloading PS french woo lens and it says only specified members can download. Is this an option the uploader chose to put a limit on who was able to download the pattern?
You are correct; uploaders can choose to set a read permission that limits who can download. It is not allowed to set a read permission higher level than 2. You will reach level 2 when you have 126 credits.
