Why cant I make a request in the "bounty" forum?

Hi all.  Im sure Im doing something wrong, and will be embarrassed when I get an answer, but here I go anyway.  I would like to offer a bounty for a design I am looking for. I am only level 1, but in the list of forum permissions, it shows I should be able to start a new thread, thus making my request. But when I am in the bounty section, there is no "new thread" button for me to click, and no dialog box to input any details. I would like to make this bounty request, so any advice on what Im doing wrong, or not understanding? Thank you!

found it ........... hold your mouse over the ALL box (to the left of the Return Home)
and than you can see the New Thread button .......... hope this helps
