Hook size depends on the size you are making. Depending on if you are a tight or loose crocheter you may want to adjust your hook size.
These hats look terrific with a solid MC and a variegated or self striping CC. Just make sure that the colors contrast so that the design really pops. I suggest Noro or Lion Brand Amazing.
