How to upload the picture

Hi,
I have a little problem with uploading the pictures. I need to add a picture to the post. To do that I need a URL of the picture. How can I get it? When I try to add the picture to my album the system says I have no right for that. Whats the problem? couldnt find any information about how to do that.
