Sorry to say that this is a Nihon Vogue book and they are never printed in English.  These books have become really popular with English crafters and there are lots of free resources online to teach you how to use them in Japanese.  A lot of the info is written out in numbers and you dont need the translation for it.  If you google "help with Japanese knitting (or crochet) patterns" there is lots of stuff available on-line.  You can also use a OCR program that supports Japanese and get a translation for the written parts.  It wont be perfect but I have found many patterns that are understandable this way.
