Read Permission?

I understand "Price" and "Download Cost" when buying a pattern but could someone explain what "Read Permission" means?

Some members choose to make their uploaded patterns available only to members that are DIY.1 or DIY.2.

A reading permission of 80 is DIY. 1 and 90 is DIY.2
