Can someone explain what this means please?

Im crocheting an amigurumi doll, and I stumbled upon this instruction:

ch 2, sl st into 10th st

How do I get 10 stitches when it says ch 2? I would appreciate some detailed responses please.

Im assuming this is somewhere in the pattern that is already started. From the little info you have provided, I think you are at the end of a row and starting a new one. The Ch2 is the "turning chain" and the number of chains depends on the height you are trying to achieve to mimic the following crochet stitches to maintain a pattern.
Do not count the 2 chain stitches, and then start counting 10 stitches from the previous row you have just completed and slip stitch into that 10th stitch. Continue your pattern as written.

I would think it means from the previous row ? It’s difficult without seeing more of the pattern.

I dont know if this will help but it almost sound like its trying to create a gather or loop.  I agree with PBJ.  Chain 2 stitches, then slip your next stitch into the 10th stitch.  I can only assume that this instruction is from somewhere farther down the pattern where you have at least 10 stitches to work with.  I hope you have been able to get it figured out...
