Baby dresses length ?

Hello everyone,

Im having a proplem making dresses for my nieces , i made a dress and i send it ot my ssister its turned out very short , like my neice is almost 3 month old , and i made the dress length up to 33 cm , it turned out short , and my other niece is almost 2 years old , i made the dress up to 47 cm and the smae happens.

So i was hoping someone helps whith dress lenghts or size chart , and if it was from shouler to mid calf or form sholder to knee would be perfect .
