How to qualify?

Good day! I write because I searched the forum and did not find. I see that in most publications people rate them. I do not have that option, or I do not find it. Will I have a restriction to qualify? Or the system to qualify is somewhere that is not visible? Or being new to the forum does not allow me to qualify? I hope someone can guide me. Thank you!!!

You can always leave kind comments, it is always nice to be complimented :) until you can rate posts. Even with coins to rate there are never enough (I feel) to rate all the beautiful things I see members post.
