The bounty area is where you post if you are looking for a certain pattern or chart.  A bounty is offered for the member who has the pattern or chart and is willing to share it.
Bounties are paid by the member looking for the chart and are awarded to the member that has provided the pattern or chart.  Hope this makes sense.
