Cant upload attachments

Hello!
I added a new thread in the section of scanned patterns, however, there is no option for adding the attachment in the thread. How do I do this? Why there is no section where I can add an attachment?

Unfortunately, I cannot send the PM to the admin as I am currently in user group 5 and we must be in the user group 21. Hope the admin read this message here.
