Why ten 'part.rar' files? I just don't get it. Is it just to bully people who don't have enought coins?

I can afford it, it just seems so strange to me, when there are also people who do the patterns seperately and the entire magazine in just three or four parts you do NOT have to download all to be able to open them. Is there an upload limit for some people and not others? Some people just don't want to bother?
