PDF files arent downloading for me

The message screen that says to "click here if the download hasnt started" just runs endlessly, but no file downloads. If I click on the click here link if the file doesnt start to download, nothing changes. It just keeps running, but not downloading. Id appreciate any suggestions of what I might try to fix this. Thank you.
