How does one get to be a "specified person"?

Would like to be able to access Earth and Sky Shawl by Stephen West, but cant as Im not "specified."  What do I need to do?

You just need to level up. Your level is DIY1, that pattern has higher level permission (it says 90 in red letters).
Go to http://www.pindiy.com/home.php?mod=spacecp&ac=usergroup to check when you can download it.
To level up, you need to earn credits, they are not coins, and they are calculated by this formula:
Credits: Posts×0.1 + Threads×0.26 + Digests×5 + Online Time (h)/1.5 (from http://www.pindiy.com/home.php?mod=spacecp&ac=credit&showcredit=1)
and they are updated daily on your page, not in real time.
