Help with a chinese pattern

Hello,

Can anybody help me with a part of a chinese pattern? It is about the skirt of a dress, and i cant guess if i have to crochet it on the finished top part of the dress or i have to crochet the skirt apart and sew it when finished. And by the way, what is the stitch named F and FV?
