File Downloads Incomplete

There have been several rar files that I have tried to download but each time the download fails and says, "file incomplete." The files show up in my iBooks. I have clicked on the file to download several times. Each time a new blank tab opens and the download starts. But after a few seconds it says "Failed - File Incomplete."
