How do I make a thread for the "Techniques|Tools|Equipment|Yarn|Fiber" forum?

I have a question Id like to ask, but when I try to post a thread it says I lack the permissions to do so. I checked the pinned thread about the upload process, but it only offers information on how to upload a pattern, not how to post to this forum. Any help?

So I made a post to the linked forum as Duckeyd suggested hoping for it to be moved to the appropriate forum, but it was deleted for being in the "wrong section" and now Im even more confused.

I wanted to make a thread to ask for tips on embroidering faces for amigurumi. I assume it belongs in the Techniques|Tools|Equipment|Yarn|Fiber forum, since thats where Ive seen similar threads posted. Any anybody how I could get a post there?

Since you are asking a question and not actually posting a technique maybe free talk is where to ask? Just a thought.
