Cannot post in the finished works forum

Hello
I cannot post neither the finished works in the forum nor upload the patterns.
It says that I must reach up to some level.
I login daily nowadays though.

What does it mean Register by promotion and Visit promotion?
Not sure when my next level will be unlocked and I will be able to post.
