How to rate

I am level 1 , l want to rate but nothing happens.  I click on rate  but nothing seems to happen,  what am l doing wrong please?

Rating - Don\t miss your everyday chance - increase the rating of other members regularly

Do what Puppy said, and if youre using Chrome, refresh the page before you are hitting the rate button again! the site has issues with Chrome, so functions like downloading, replying to threads, rating are a bit tricky, and need at least refreshing the page, or changing some settings.
