No.

Credits are earned.
Coins can be purchased but it isnt a requirement.

Only credits are for level up. You can only earn credits.

You will see that credits are earned with this formula:
Credits: XXX ( Posts×0.1 + Threads×0.26 + Digests×5 + Online Time (h)/1.5 )
