Im not really sure who Im supposed to speak to but I have now found 3 patterns that I have already purchased and downloaded and when I try to re-download them onto my phone it will not let me it is expecting me to pay for the whole pattern again for example

I have already purchased these and downloaded them and yes they are in my ibooks yet all of them are expecting me to repurchase them so my questions is why. Why am I having to repurchase patterns Ive already purchased? On top of that these are only 3 I havent even gone through all of them but Im going to have to because I have already repurchased some and I knew I already had bought them so is this normal?
