Unable To Send PM

Its been many weeks now and I am still unable to send a new private message to anyone who is not in my PM list already. It says I am unable to send url but I am only typing text no url at all. Is this a problem still or only my own account. If its only my account how do I fix it please? Any one else having this problem?

When i try to send you a message via this page,i have the same problem. Even when i type just no. So its not only you then.
