Unable to report a duplicate post?

I have reported duplicate posts in the past in the proper forum Report of Informal Posts Replies but for some reason I am not allowed to now? The last two posts were made a few days ago by members lower than me. Has something changed in the last few days? Is it a bug? Or am I being punished for something? Im confused.
