What does "Read Permissions" means?

Hi, I was trying to download some patterns but I found some that I couldn't even buy.
The link has the warning: "Read Permissions: 90" sometimes is "Read Permissions: 80"... But what this really menas? I already tried to search the website, but I don't understand.

Additional information - Read permissions refer to the attachments only. Read permissions on the threads themselves are not permitted and should be reported.

Any read permission higher than DIY 2 or 90 should also be reported.

Read permissions are set by the member sharing the pattern for various reasons. They are not determined by the moderators or site administrators.

Read permissions refers to the user level permissions. You are at DIY.1. level.

Patterns can be set for access by the up-loader at Read Permissions: 80 or 90. Currently you are at Read Permissions: 80.

Read Permissions: 90 is next level - DIY.2

Go to Settings tab on upper right side and therein select User Group to check on your permissions.
