GC for bounties

Why is it that the amount for a bounty is deducted once the post is up and not after the bounty has been answered?

That is to make sure the uploader gets the reward when they upload the pattern for the bounty. There is otherwise no way to make sure the bounty hunter actually has the coins to pay the bounty.

Ive had a 5,000 GC bounty for a few years - no one seems to have it :-( I see your question was answered and its a very logical reason.
