Hello why I cant post or do things?

Hello, are more than 2 years that Im here but I cant still open, for example, a topic here (an error message says I cant post in the section , "Other Hand Works Show" , etc..

Same  problem with any other space like if for example I want to upload my photos with my works , or create an album ... nothing is possible to do...:(

Why ? Do you know?
